When do you become thane of windhelm
The idea is to complete enough quests for both the Jarl and his Steward, driving out the Forsworn from their city and their hills, as well as completing the Civil War Quests. Kill Forsworn for the Jarl and his Steward. Help five citizens of Markarth and he'll make you Thane. Talk to Falk Firebeard in the Blue Palace , and he will give you a quest summoning you to investigate lights and sounds coming out of Wolf Skull Cave which is located in the mountains west of Solitude.
After completing the quest, talk to Falk again and he will reward you. You may now speak directly to the Jarl herself, and she will thank you and give you one more task. After you have completed this task go back and talk to the Jarl. She will invite you to be a thane of hers but in order to be a Thane, you must first own property in Solitude. This property can be purchased from Falk for 25, gold pieces. Once you buy the property, go and talk to her, and she will appoint you to be a Thane of Solitude.
This Hold is as straightforward as Morthal : obtain a drink for the Jarl, then kill the assigned Bandit Leader. Complete three quests for locals and you're set. Note that it cannot be decorated unless you have completed Blood on the Ice , and if you have not started that quest yet you should start it before entering Hjerim. Highlighted quests can be easily completed without any skill use. If any citizen offers multiple favour quests, only the first completed one will count towards Thaneship. Investing gold in certain stores will count towards Thaneship if you have not befriended the store's owner by other means.

Once the Civil War is over, a murderer has been caught, and a house has been purchased, there's one last thing players need to before they can become Thane of Eastmarch. Or rather And Eastmarch is a relatively populated place, having Kynesgrove, Darkwater Crossing, Mixwater Mill, and multiple other small settlements littered around the hold.
Assisting citizens could come in the form of selling crops to the hold's few farmers, chopping wood at any of the lumber mills, mining and selling ore at any of the mines, giving coins to beggars, completing item fetch quests or deliveries, killing bandits and completing bounties, and much, much more. The quickest route to completing these five quests can be done mainly around the city of Windhelm, through selling to both farms just outside its walls, giving alms to a beggar roaming the streets, and chopping wood for the inn.
The last quest can easily be completed by also chopping wood at Anga's Mill, just down the road.
